You purchased the wrong Apple Pencil version.

The more expensive, 2nd gen Apple Pencil is the one that is compatible with the new 2020 iPad Air 4.

The older, original 1st gen Apple Pencil does NOT work at all with the new 2020 iPad Air 4th gen.
