Brand new iPhone se. Screen won’t rotate. Is not locked or set on zoom display. Rest tried several times

You're correct. None of them will rotate when you turn them upside down. They will only rotate when you turn them from side to side. Always been that way.

What exactly are you trying to rotate? Not all screens rotate on the smaller phones.
