My IPhone XR didn’t vibrate on ringing, I thought it was broken and have just upgraded to a new iPhone 12. It does the same thing!
My settings are green in haptics for vibrate on ring AND vibrate on silent. I’ve tried the toggling them off, restarting the phone and then toggling them back on, the same thing. There must be some other setting??

If the issue followed from your previous device to the current one it is likely that the issue is with your backup. Try erasing the device and setting it up as new. If the issue goes away that confirms its software related.
