Need to remove old Apple ID from watch. Bought it second hand I can’t get a hold of them to remove there Apple ID and I can link mine

Activation Lock is a theft deterrent feature with no bypass or workaround.
Without the owner's authorisation (Apple ID & password), no thief or anyone including you can re-use the device.
