Why are my text messages to Android users not getting delivered?

To have SMS delivered from an iPad, you must have an iPhone and have Text Message Forwarding activated on the iPhone.

Thank you for your reply, but I found that I already had that setting turned on on my iPhone. I will try calling my cell service provider about this.

Are the two devices on the same iCloud account? That's the other requiremetnt.
