do I have to buy the watch through my mobile provider to use the cellular option ?

No you can buy the watch anywhere that officially sells them but the cellular watch and phone must be with the same provider because the watch uses your phones number to make calls etc.
I dont know who your present provider is so here is a list of carriers that support the apple cellular watch;
