Putting Sim Card in a New Phone
When setting up my new phone, do I put the sim card from my old phone (iPhone 8) into the new one (iPhone 12 mini)? Or is there a way to activate the new one?

Its up to you.
You can put the sim card from the iPhone 8 in the iPhone 12, or use the built in Cellular setup option to setup your cell service,or even request a new sim card from your carrier.

For usage of 5G networks some carriers require a new sim card that support the connection though. Contact your carrier for specifics.
