I got the iPhone 12 and I can’t download anything. I had to complete the setup at home. It downloaded half of my iTunes and then stopped. They said it was because of my old iTunes email account.
The man at Apple said I have been given access again. Its still not downloading. How can I fix this ASAP?

Those purchases are tied to the other ID and can't be transferred. One option is to delete the apps/purchases made by the other ID and download them using the new ID if desired. If necessary, check your purchases history to see which apps/purchases weren’t made by the current ID.
Or you can try to set up Family Sharing between the IDs to keep access to your purchases.
