It sounds as though you're being prompted that there is a cellular update, and unable to complete that update successfully. If you're getting a prompt that the Cellular Update Failed try the steps outlined in the following article.
If you see an Update Failed or Apple Pay Not Available after iOS update or restart
If you're seeing an issue with Searching or No Service appearing in place of signal bars it's recommended to try the steps outlined in the following article.
If you see No Service or Searching on your iPhone or iPad
