My phones memory is full, how can I save to iCloud and delete off of phone?

My phones memory is full, can I save photos to icloud, erase off my phone ensuring they are safe in the cloud?

Open settings, scroll down to Photos, and toggle on 'Optimise iPhone Storage' - this shows a low resolution thumbnail on your iPhone for Photo browsing, but stores the High Resolution photo in iCloud, downloading it when you view or share it.

Thanks, I’ve done this.... I guess I have to many photos.... I tried to downgrade my iCloud, due to the fact I don’t need 2t, if I have to keep photos on my phone.... because I didn’t understand it was mainly backup purposes you use iCloud. It would not let me manage iCloud downgrade... you have an idea why this may occur?
