Icloud storage upgrade

I am trying to upgrade my icloud storage however it keeps getting stuck on contacting card issuer thus nit being able to purchase upgrade. What can I do?

iPhone 6, iOS 12

You upgrade your iCloud storage via - Upgrade your iCloud storage plan - Apple Support, not through a Safari tab.
