Misplaced keys on Spanish keyboard layout

I have a Logitech MX Keys Spanish keyboard but the keys to not correspond to the keystrokes. For example, the ¿ and ? keys are shown on the top right of the keyboard but are actually produced by the bottom right keys. I'm running Mojave with the keyboard preferences set to European keyboard. Is there an easy way to solve this?

Your key mapping is determined by your settings in system preferences > keyboard > input sources. For Spanish you should have either Spanish ISO or Latin American as the only item on the list. (There's no item called "European" as far as I know).
