iCloud photos

My iCloud photos have been stuck at 1% for the past few days and I have no clue on what to do. I’ve tried logging off of my account, restarted my phone, deleted most of my pictures- but nothing works. I l originally purchased more storage for my phone since I was getting constantly being bugged that my storage was full-to the point where I even had to uninstall YouTube. I have 50GB or iCloud storage (5.3GB used) and 32GB of phone storage (31.1 GB used). The only personal apps I have are: Canvas and Spotify.
