My iPad was updating to the latest system and froze. The I turned it off and back on. When I turned it back on I get a black screen with support.apple.com/iPad/restore at the top. It shows what appears to be a Mac Book in the middle of the page and the power cord running from the Mac Book to the bottom of the screen. I don't have a Mac Book or Mac computer to hook up to. How do I restore my iPad?

You can restore it with a PC, it just needs to have the latest version of iTunes installed. See this, If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support
