Does the apple watch series 3 have cellular? If so could you also leave your phone at home and still be able to make calls and text messages

A brand new apple watch 3 only has the GPS version,so that would mean you would have to have your phone with you in order to make calls and send texts.
Apple watch SE and Apple watch 6 both have cellular versions.
