Office for Macbook air with High Sierra OS

I'm trying to install office on my macbook air 2015 with high sierra 10.13.6 but it all the install packages require os 10.4. How can I upgrade my os to 10.4? my software update says it's up todate.

The keyword is upgraded, not update. An upgrade will take you from High Sierra to Mojave by following the hardware requirements in the How to get old versions of macOS. Using only the Safari browser, and providing your MacBook Air meets the Mojave hardware requirements, there is a link to the Mojave installer in the Mac App Store.
