Hello, my app store is not letting me download any app. It says my card was declined but the app is free.

Contact your Bank:

You need at least one method of payment assigned to your Apple Account. Being a Web site, perhaps this is being seen as a scam on your bank's part, though that is no officially so. So, contact your financial institution(i.e bank), to approve of this. If of no option, see if you can open a PayPal account in stead.
