4013 - Error - Trying to restore phone

Recently my iphone 7 + just starting restarting by itself, but never getting into the system. I have tried to update/restore the phone through Itunes, but every time its not working and I get an error 4013 code (sometimes error 18 code)

I have tried restoring using itunes on my Macbook and windows. I was skeptical that my macbook IOS was outdated so I tried using my windows 10 , itunes - Version 12.11.0.26, still unable to update or restore.

Any help will be apprectiated.
