I can touch and hold an app icon in the App Library then tap Delete app.

Note that some Apple built-in apps cannot be deleted. The following has a list of those that can: Delete built-in Apple apps from the Home screen on your iOS 14 or iPadOS device or Apple Watch - Apple Support

If the delete option is not available, there may be a restriction set on deleting apps. See: https://support.apple.com/en-us/HT201304#prevent-purchases

If you don’t see delete button, then you have restrictions enabled on the device not allowing you to delete the apps or app simply cannot be removed as it’s one of those that cannot be.

Check Settings- Screen Time - Content & Privacy Restrictions; is it’s enabled turn it off or at least go to iTunes &App Store Purchases and change Deleting Apps to Allow.
