Can I unlock the phone to any carrier

I just bought a from a family member who is associred with apple so I just bought the phone I thought it would be unlocked idk which carrier it takes

Surely your family member can tell you which carrier it used previously.

If the iPhone is locked, only that carrier may unlock it if they choose to do so.
