Not completely. It can only have one set as the "owner" in Find My. However, for various services you can set up a different user's information. So the iPad could be owned by one person and another ID used to sign into the App and iTunes Stores. That works but it isn't the best setup, particularly if you do not have the "owner" information. If Activation Lock should be activated then you will need that owner information or the device is useless.
