i have a 3 series apple watch that i no longer use and is not connected to my phone or cell plan.

how can i reset it to factory settings to sell?

Follow the steps in Unpair and erase your Apple Watch - Apple Support. Since your watch is no longer paired, the "How to erase your Apple Watch if you don't have your iPhone" section will apply.
