Mouse for iPad 4th gen iOS 10.3.3

How can you use a mouse on an iPad 4th gen with latest software of iOS 10.3.3 ?

I have connected lightning cable to mouse but no joy (mouse has been checked as has cable and both are working but iPad does nothing when attached)

Probably not.

Mouse support for iPads did not appear until iPadOS 13.

So, no.

There is NO mice or trackpad support for your nearly 8-1/2 year old iPad model running a 4-year old iOS 10 operating system.

Your iPad is too old.

Sorry.

If you need/want an iPad with up to date features, like mouse and trackpad support, with access to current, updated apps, then you really need to seriously consider a new iPad model OR a much, MUCH “newer” and less expensive, used iPad models, from better known, trusted Apple product/device retailers/resellers, capable of running the latest iPadOS versions.

There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.
