Troubleshooting this:
Is there anything in your Apple Account for iTunes or the Apple Store. If not, then that would be why it is coming out of it. If you are in a new location, then you need to zero-out the balance, and then add money back into it. For financial-assistance, I recommend you contact Apple Support to find out what is going on here. Ask to perform some screensharing of your iPad -- that will allow the Apple Rep to see this firsthand - from your perspective.
