Two step authentication

while I was playing with my Apple devices I realize that the two step Authentication couldn’t be turned off. An I wondered what if I sold my apple devices an changed my phone number I won’t have access to my account anymore if I purchase a new device after being a long time costumer of apple?I want to be able to turn off that feature how can I turn that feature off?

You can set up multiple trusted phone numbers and they do not need to be Apple devices; they can be Android phones or even landlines, friend's or relative's phones. That is a good idea even if not selling your Apple devices. See the information in Two-factor authentication for Apple ID - Apple Support
