Keyboard issues at start up

unresponsive keyboard at startup. Cant login.

MacBook Pro 15″, macOS 10.14

Quite often Wireless devices don't get recognized on startup, USB Keyboards seem to not have tat problem... it also makes sure we're not dealing with a defectve KB...
