Does Adobe Illustrator work on all iPad's? I can't seem to find anywhere that specifies that it works with the iPad Air Gen 4?

There is a version of Adobe Illustrator and Photoshop for iPadOS.
They are NOT exactly the same as those versions available for a Mac or Windows PC.
Both of these for iPadOS are still being regularly updated and are still being developed by Adobe.
If you can work with limitations of the iPadOS versions of Adobe Illustrator and Photoshop, then they may work for you.
Otherwise the full versions that you expect to find for a Mac or Windows PC are NOT available to iPads running iPadOS.
