I do not have a USB or a home computer is there any way possible to unlock an iPad if I do not remember the passcode

Sorry no. you need a computer to remove the existing/forgotten passcode. If you don't have a computer, borrow one from your friends, or ask for help at an Apple Store, or authorized Service Provider. Then follow these instructions:
