Hello marnie,
You cannot restore a backup to a device running an older iOS version than that used to make a backup. So if you have a backup from a newer iPad you cannot use its backup to restore to the older iPad unless you can upgrade the older iPad's iOS to match or exceed that of your newer iPad.
