My Magic Mouse if from 2012. All the suggestions for connection have failed me.

I cannot connect my Magic Mouse--not Magic Mouse 2 after following all the directions for checking if Bluetooth is on, for changing batteries, for checking that green light is showing, etc.

iMac 21.5″, macOS 10.15

If, as you say, you have done everything to fix the problem, it would be reasonable to conclude that the mouse has failed. I suggest getting a new mouse. For what it is worth, I will only use a wired mouse. So much simpler when there are startup issues and a wireless mouse is unable to communicate.
