Click and drag issue

I can no longer click and drag items after upgrading my older MBP to Catalina or on my new M1 MBP without force clicking, which is very difficult for me. Is there a way to correct this?

Does this occur after starting up in Safe Mode


Consider the possibility of a third party software conflict.  EtreCheck can be used to investigate what is installed.  Give it Full Disk Access. You can post the repo
