cannot uninstall Photoshop Elements 12 because "developer needs to update"?

Why does Adobe need to update an app that I am attempting to trash??? I have a current version of Photoshop Elements 21 and want to install it, but want to uninstall Photoshop Elements 12 beforehand, but Adobe has me blocked for some unknown frustrating reason!

1. I am trying to uninstall Adobe Photoshop Elements 12 from my mac mini but the error message says "developer needs to update..." Please help me!
