If it is music you are leasing with an Apple Music subscription, see:

If songs are missing from your music library after you turn on Sync Library - Apple Support

If you don't subscribe to Apple Music or iTunes Match, you won’t see an option to turn on Sync Library.

The thing is some music on Apple Music is currently missing. Some albums that are presaved have the pre released songs missing too.
