Apple money can it be used in Apple store

Can I send Apple money and have that money be used to buy apps in the App Store ?

In addition to Niel’s response, you may also add funds directly from your device... Settings>Your Name>Media & Purchases>View Account>Add Money to Account.

Not directly; you'd need to spend it on gift cards and redeem those.
