Swiping down on my iPad is ineffective

Simply touch any empty area of a Home Screen with your finger - other than the extreme edges edges or corners of the screen - and swipe downwards to expose the Search dialogue.

Swiping down from the top right corner opens the Control Center.

To open Search, swipe down from the middle of the screen.
