Storage data

My storage data is being full over 48 GB of “other system data”. When ever I delete photos or apps and such this “other system data” takes place and replaces the empty space. I’m not sure how I’m supposed to delete the data. Does anyone know what is going on or how to delete that 48 GB of data.
