I have transferred from one iPad to a new iPad (which I thought was all done), but I have a lot of apps that show that they are loading, but nothing seems to be happening.

Depending on how many apps your iPad had on it, it may take time.

Re-download of apps from the iOS App Store CAN and most times DOES take time as all the downloaded app data is being parsed out all over the place.

I suggest you keep your iPad plugged into power and just let your iPad do what it needs to do in whatever time it takes to do it.
