unable to open photos on my mac through the back up on mac

Trying to search for lost/misplaced photos on my back up disk.....When back up disk was opened I then selected the photos icon. An error message came up that Photo Library unable to open the library.......(1000). It then suggests opening another library. I then created a 2nd Photo Library (which is empty)...but when I tried to open the Photos from the back up I received this error message....The operation couldn’t be completed. (PHPhotosErrorDomain error 1000.)

How do I find the pictures on the backup...

I have a 2019 Mac running Big Sur ops

Assuming the backup disk is a time machine backup:

you cannot open a library from the time machine backup disk. It must first be restored to your mac (or another connected hard drive) from time machine.

Once restored, the library can be opened in photos.
