Why i cant find my personal hotspot

Using iPhone XR.

IOS 14.3.

having difficulties in connecting Macbook pro to Mobile data

Reviewed the article https://support.apple.com/en-us/HT204023

but could not find the sub section to mobile hotspot .

It just is not there.

After doing a search in settings for hotspot. Mobile data is the result. I click on it and I get the main mobile data settings and all the APPS which are using Data and its usage.

I can use bluetooth to connect to the mac and iphone I get the tethering logo, however I dont get any hotspot connection.
