How can I keep a copy of my notes in both iCloud and on ipad

Copy and paste the note from the iCloud folder to the On my iPad folder or do it the other way around. There is no way to create a note in one folder and have it automatically appear in the other folder.

I copy many of my more important notes from one folder to the other.
