After updating to ios 14.4.2, those of my contacts have disappeared which were saved with (+) international dialing prefix . Really annoying that the update was not properly tested before rolling out. Any fix?

Two Thoughts:
Restore your iPhone from a Backup:
Have any backups of this iPhone prior to the this occurrence? If so, then restore your iPhone from it. Alternatively, restore the contacts from the backups:

+1 is dialing prefix for U.S.A. numbers.
Try Importing the contacts from the SIM card. So, remove the SIM card, then please it place in. Next..

You are welcome. This time, use an external hard drive to backup, rather than iCloud, being that iCloud seems to be a failure of sorts.
