Is there any other solution, since deleting all photos through PC is not working because of some Apple limitations?

There is a faster alternative to tapping each photo to select them. Can you TOUCH the first photo and then DRAG your finger across rows of photos? This will select multiple photos a heck of a lot faster. Try it if you have not already. Hope this helps.

If you go onto your iphone and click select and hold on one of your photos and slide your finger up to the top of your screen till you reach the top of your camera roll it will auto scroll and auto select all your images. Then you can press the delete button.
Hasn’t changed for years.
Find a Mac or PC with itunes
Import to Photos app with “delete on import” checked
If the photos are sync’d then re-sync with nothing selected.
It's not user friendly and takes time, cause I have a lot of photos...

You don't even need to scroll over every photo anymore, as long as you scroll up/down with your finger held on the screen it will select all the rows.
