Slow MacBook

If I back up my MacBook Pro with time machine and then wipe out my MacBook .. would I still have all the pics once redownloading the back up?

Note this point.

"If you need to reinstall macOS, do that before continuing. For example, if your Mac starts up to a flashing question mark, you need to first reinstall macOS."

I would consider, suggestions given in this article first before erasing the disk.
