First of all iPad is not a cell phone, nor does it have a cellular radio like an iPhone. You CAN however, use Continuity Services to make phone calls with a linked iPhone. See this link for directions --> Use Continuity to connect your Mac, iPhone, iPad, iPod touch, and Apple Watch - Apple Support
