Resetting apple watch without phone it was paired to to

My apple watch stated that resetting will not remove activation lock. My iphone failed and I purchased a new one. Resetting says on the watch that I have to unpair from old phone first, but I can't. How do I reset my watch so I can pair to my new phone?

To unpair and erase watch and remove Activation Lock.

On a computer, go to iCloud.com and sign in with your Apple ID.

Go to Find Iphone.

Select All Devices, then click your Apple Watch.

Click Erase Apple Watch.

Select Next until the device is erased.

Click the remove button next to your Apple Watch.
