I look in the backup folders generated by Time Machine and don't see my files. Does that mean they weren't copied? Why would they not be copied if I didn't exclude them?

Sorry I’m not following. I can’t find the file in Finder because it was erased and I don’t know what you mean by “enter” time machine. Anyway, something seems to be wrong with Time Machine in that it stopped copying my files unless they’re weirdly coded. All I get in the backup file are two folders: “Macintosh HD -Data” and “Recovery”. It all looks like OS files, no sign of my docs.
Macintosh HD -Data is your data partition.
Find the folder they were in in the Finder, then Enter Time Machine by clicking onthe tiny clock /arrow symbol in the top toolbar.
Try a reverse lookup, in Finder locate the Folder or file you're looking for... then Enter Time Machine.
