Within my Admin account, Mojave keeps displaying, "The operation can’t be completed because you don’t have the necessary permission."

My account is the administrative account on my Mojave OS MacAir, when I try to change permissions on a file, Sharing and permissions are from the original OS, Mojave therefore denys my efforts., displaying, "The operation can’t be completed because you don’t have the necessary permission."

Restart in Safe Mode - Shift - immediately at restart and test
