Tried Installing with external bootable device, gives error at the end and disk utility doesnt pop up after ctrl + R

If it doesn't help, contact Apple Support or make Genius Bar reservation if your local retail Apple Store is open or find opened local Apple Authorized Service Provider to install macOS on your MacBook Air there for free.
