I have a disabled iPad. I went to itunes, downloaded new firmware and the latest iOS. What is the next step? How do I finish the restore so that I can get the iPad up and running?

You will need to restore the iPad using a computer. The process will erase the device. Later you can restore your data from a recent back-up. Instructions here...

If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support
