Could I use my late 2013 iMac as monitor for a new Mac mini?

If I could then will the Mac mini be capable of using the camera and microphone of the iMac for video calls?

iMac 21.5″, macOS 10.15

No sorry that won't work, because the new 2020 Mac Mini can not use your 2013 iMac as a display.
